Dr. Fernandez completed her doctoral degree requirements in Engineering Management and Systems Engineering at the George Washington University in Washington DC under Dr. René van Dorp in March, 2007. The title of her dissertation is "Volunteer Management System Design and Analysis for Disaster Response and Recovery". Her research involved applying systems engineering techniques to incorporate spontaneous volunteer efforts in disasters, while mitigating associated risks.

Dr. Fernandez served as a branch chief in the Department of Homeland Security (DHS). In this capacity she led analysis of assessment data, managed national information technology systems, and developed technical assistance programs. She has also worked in the private sector for SRA International as a systems analyst and emergency management planner. She has field experience as an emergency medical technician and an Incident Commander for the Appalachian Search and Rescue Conference.

In September 2007, Dr. Fernandez joined the Center for Homeland Defense and Security (CHDS) at the Naval Postgraduate School as a faculty member. CHDS is a graduate education program for local, tribal, state, and federal officials. Her primary responsibilities include instruction of Master’s students in homeland security, curriculum development, and development of content for distance learning tools. She also serves as a Senior Advisor in Homeland Security with the CNA Corporation.

Dr. Fernandez also holds a Master's and Bachelor's degree in Systems Engineering from the University of Virginia.
