    Research Interests

    Dr. Waters' research interests include R&D management, productivity, economic analysis, water resources, transportation management, technological change and innovation.

    Other Interests:Pior to completing his B.S., Dr. Waters worked for four years on the Los Angeles waterfront as a longshoreman and marine clerk. Subsequently, he joined the General Electric Company on the three year Manufacturing Management Program. After completing the program, he became a supervisor in the Instrumentation Shop of the Jet Engine Department. Later, he joined the Space Technology Laboratories (now TRW systems Group) as a cost effectiveness engineer. Subsequently, he became market planning manager for the Systems Laboratory.

    He then joined the management consulting firm of Engineering and Management Sciences Corporation (EMSCO) as a vice president. He performed general management consulting and directed the transportation related work. The firm specialized in developing case oriented, professional educational programs based on the Harvard case method. He prepared instructional material and taught in the programs.

    In 1972, he started his full time academic career at the University of Missouri-Rolla as an associate professor of engineering management. In 1976, he was assigned, via an American Council on Education Fellowship, to the U.S. Water Resources Council, initially as Chairman, Economics Committee. He joined the George Washington University in 1979 as a professor of engineering management. He was department chair, 1984 through 1989. He was a visiting professor in the Anderson Graduate School of Management, UCLA, during 1988, and a visiting professor of business at the Webb Institute, Glen Cove, NY, during 1996-97 academic year. He returned to GWU in July 1997 to resume the duties as department chair. At GWU, he has directed 22 D.Sc. dissertations. At times, his research has been sponsored by the Corps of Engineers, the Water Resources Council, and the departments of Transportation and Interior.

    He has been active in a number of professional societies; including the American Society for Engineering Education (Chairman, Engineering Economy Division, 1976-77), Transportation Research Forum (President, International Chapter, 1992-93), American Society for Engineering Management (Treasurer, 1980-84). Also, he is a member of the International Trade and Transportation Committee, Transportation Research Board, National Research Council until 1999.
